Type of a scam Government Grant

This scammer pretends he is a friend I know, he hacked into his ( uses his name) and proceeds to text me. This "agent" says he is a special humanitarian from the department of USA funding grants program to support less privileged people. So while I’m asking questions to this so called Agent he answers me, and is mean. While I’m texting my friend to see if this is legitimate, my friend texts me back and tells me to do what the agent says. So I finally got hold of my friend by phone this time and he said he never texted me, so that’s when I found out this con artist hacked into my friends account. He said if I paid $3000 in return this grant would give me $150,000 via fed-ex in 10 hours. I asked how do I get the $3000 to you and he told me to go to CVS and buy American Express gift cards, 6 of them, $500.00 in cards. Also he said I can choose a list of money to receive and he had a chart that I could supposedly choose from. The name he was using was Agent James Smith.
