Type of a scam Fake Invoice/Supplier Bill

Two unauthorized individuals entered salon on a busy day saying they were there to conduct a fire safety survey. The manager on duty asked them to leave. They walked around the business and left within approximately three minutes. Somehow they obtained initials (not a signature) of another staff member who is not authorized to give such approval. We have not paid the invoice.
