William "Bill" Ringling, owner/operator of White Water Pool Service, LLC, is a scammer. He was referred to me and unfortunately I did not look him up on ScamPulse.com website as he is currently an "F" rating which is definitely correct. He talked me into doing extra work on my pool in October, 2016 and after several months of talking with him in person, contacting him via text/phone, many, many promises of showing up to begin the work, my pool remained untouched for almost five months when in April, 2017 I hired a new contractor to help me fix the damage done to my pool for sitting empty for so long. Bill was paid in cash up front in October ($2,000) and November ($1,260), 2016 for the purchase of tile, new pool lights, along with all the parts that were needed to be changed that were not working properly and for the cost of his labor. I was told he did not have a bank account therefore I paid cash so he could purchase the needed items. Bill brought several items to my house (i.e. bags of concrete, pebbletec product, tools, vacuum) which made me feel he was going to begin the work, however, my pool was never touched in the entire time I was in contact with him, I never saw the tile or new pool lights and when I asked Bill he stated he didn't need them until he was ready to begin the work on that area of the pool. After reading the ScamPulse.com website, he has done this to others bringing items to make it appear he will be starting the job and I have no doubt others have just given up and not reported him. Bill's voicemail is always full so no messages are able to be left and my texts are no longer answered. I have many, many texts and photos (dated) proving the above along with bank statements and witnesses to this fiasco. I have the text showing his original bid as he never supplied me with an invoice or receipt as I'm sure is another way of getting away with what he did. I hope no one else will ever consider using Bill Ringling of Gilbert, AZ!!

We do not know Bill Ringling. While he does appear to own a closed business by a similar name as our business name. We are not associated, nor do we know the individual in question. We have never done business with Cary McCullough. If she was scammed by another individual she should file a police report and sue him in court. We wish her the best.
