Shopped small at What's Poppin and got ripped off.. What's my next move?

TLDR .. S C of What's Poppin took my $$ and didn't deliver the product (which he acknowledged and apologized for) and now won't respond to requests for refund due of over $70

I'm big believer in small businesses and made a point to shop small this Christmas. My job has me working a ton of overtime leading up to the holiday so the idea I had for all my coworkers slipped my mind until the last minute but on the Tuesday before Christmas I contacted S C  at What's Poppin and ordered 45 bags of popcorn.

He went over with me what was available so I ordered 25 bags of a special holiday flavor@$8.50 each which most people would really enjoy and then 10 cheddar & 10 Buffalo Wing at $7 each. He offered free delivery Thursday or Friday but I planned on picking it up Thursday after work. Total was a little over $350 and I paid him via Venmo adding on a $30 tip

Then I got really sick and was out of work the rest of the week. I contacted him Thursday a.m. And asked if it could be delivered Friday a.m and a friend at work would receive it and distribute to my office coworkers for me.

He was very appreciative of my business and super responsive always texting me right back this whole time and said delivery was no problem. On Friday a.m. I texted my friend at work with what to expect. She texted a bit later and said they only delivered 40 bags, not 45 and it was half cheddar half Bflo wing ..5 bags short and no Christmas special flavor.

I texted him and said they delivered the wrong order. He got right back to me and said no they ran out of the holiday stuff and that was all they could deliver. I let him know I was upset and he should've at least given me a heads up. He apologized a lot and said he'd deliver an extra 25 bags on the house a few days after Christmas.

I knew there was nothing I could do about it and know things get crazy and it was a last minute order. I told him I didn't need the extra bags but said just refund the difference.

That was 10 days ago and I've texted him I think 4 times since asking for my $72.50 refund for the product he never delivered and there's been ZERO response.

The guy doesn't realize he's totally blown the chance to do some huge orders with my company and I'm really getting ticked that he can't just acknowledge my texts and Venmo me my refund. He never made good on the extra product.. Which is fine, I said I didn't want it, but it's B.S. if he thinks he's entitled to money for product he never delivered.. definitely regret the tip and now I'm pissed

If anyone knows S C is this typical? I'm done cutting him slack.. he had about 3-4 days to refund my $$ before I started texting him.. and a week since I started texting. Unless he's totally going out of business this is not good move for a small business and I'm ready to do what I can to get my $$ back. Open to suggestions
