This agency clearly misleads customers into thinking that they submit passport applications for them. Only when you get the confirmation do you suspect bad actors. After the customer pays $70 (thinking that this is the passport application fee), they receive confirmation email on how to submit the application and payment for government approval. The confirmation also includes directions on how to file a complaint if you are not satisfied with the service provided, which indicates that is a common response. I reached out to the company with a complaint. They say the terms and conditions are clearly stated on their landing page. This is what is on the landing page - the font is so tiny it blends into the background:
