Type of a scam Phishing

Caller Identified themselves as Windows Tech support needing to give me a refund because one of their servers in Texas went down and they are forced to return money back to anyone who has paid for that service. He walked me through looking up their website . From their he asked me to click on services. From their he asked me to click on Windows Ultimate which promptly downloaded something to my computer. From that point I explained that I didn't want or feel the need for anything to get downloaded to my computer in order to process a refund. I told him I didn't need a refund and they could keep the money. He said he had to give me a refund. I told him he could donate to someone. He said that is not how it works to process a refund and that I needed to open the download and install it to my computer. I asked him to take me off their calling list. He said he's not able to remove anyone from the call list until they have been issued a refund. I then hung up.

I was very skeptical about what was going on because it's very out of the ordinary for a business to call and say they have to issue refunds for a service they've already provided but since I did recently receive tech support about my printer not working through HP I decided to listen. I still have no idea if this is in fact a fraud or if I am entitled to a refund but better safe than sorry. The website looks very unofficial and I would take caution. It's not worth the $70 I spent to have someone fix my printer.
