USA.gov provides an online, editable PDF passport application and makes you think that the $94.95 they charge is the passport renewal charge. It is not a renewal charge. They are charging you money for the application which is free through the US government.

I received several recorded calls within one hour stating that I owe money to the IRS and that I will be arrested and fined if I did not contact their company immediately.

The phone numbers used were 1-844-872-4681 and 1-844-519-3385
