Refund of money owed for unsuccessful tranaction due to USA Payday's fault.

After applying for a payday loan from a website found by a web search, I received an email from Usa Payday saying they would loan me money on a 12 month loan. I was offered any amount up to 7500. I responded to their email saying I was interested and then received a phone call wanting to know if I was still interested in obtaining the loan. Saying I had to get at least a 2000 dollar loan, I was then told that I had to obtain a debit card (had to be a card called Reloadit. )This was to to be for $140 dollars to show I could make the monthly payments. When I went to the Dollar General store, which is where I was told I had to purchase this card, at $10.95, they did not have any cards for $50 dollars and I was told then to go ahead and get two $100 dollar cards and they would loan me $3000, instead of the twenty five hundred they had said they would loan me. This was all through a conversation with Ben Anderson who worked for Usa Payday. I was told to call when I got to the dollar store and he would tell me what I needed to do. I was told the money would not be used, just needed these cards to show I could pay the monthly payment on the loan. I then had to give him the numbers off the two cards and wait on the phone while he transferred the money into my checking account. After being on hold on the phone for several minutes I was then told that I needed to call my bank, they had tried 9 times to transfer the money to my account and it wouldn't go through. When I called my bank, I was told that they had not received anything from them. When I call USA Payday back to let them know I was then told they would try one more time, which they said they did but it didn't go through. I asked if they could just mail me the money and was told they were not allowed to do that, but they could send it Western Union. But I would then have to send them $449 more for the western union fee. I refused. I was then told there was nothing they could do, and I told them they needed to send my money back to me since they could not carry out their part of this transaction. I was then told I would receive the money in the mail the following day. That would have been last Saturday, November 7, 2015. This entire transaction took place on November 6, 2015. I asked them to send an email stating that I would receive the money back and I did receive it. I asked if they were rated with the BBB and was told yes and their ranking was a 7, This person said he was the manager of the company, but then he transferred me to his supervisor whose name was James Williams. Below is a copy of the email I received from him.

Hi Ms ***,

We apologize for the inconvenience and we regret that we could not do business with you as you are not ready to cooperate as you think else wise.

We will be cancelling the application and you would be receiving the amount of $200.00 within 24 hours at your mailing address via cheque.
