USPS Said attempted package delivery failed. Requested personal and bank card information to cover $3 Redelivery fee.

I received a text message from us postal service stating I had a package fail to deliver and needed to pay $3 to redelivery package. I've done this before and thought nothing of it, however after paying and looking up tracking number it says it doesn't exist. I went to try and go back to the website I payed the $3 at, so I could look up the tracking number again, and got a warning on my phone not to open this site so to reported fraud. I then came here to report the incident, I hope something can be done or confirmed about this incident.
