Someone created a fake Facebook page posing as a friend and messaged me directly asking if I received their previous messages (there were none) and if I had applied for the USRC grant. I looked it up and found nothing official about it and promptly blocked them and reported the account to my friend as well as Facebook.
A federal grant system must have a government website to be legit.

Scammer used a friends Facebook messenger account to send messages about this grant. I figured it was a scam quickly so never got to the point of being asked for money. The text of the conversation is below
