Tops uses Primo as a supplier for pre-bottled spring water at their grocery locations. Tops charges $6 for a 5 gallon bottle of water if the consumer bribgs back an empty Primo bottle, if not they charge $12. The issue is that the consumer is paying a $6 deposit but if the consumer returns 10 enpty bottles and does not want to purchase more water they do not recieve a refund. The clear reason they charge $12 for the 1st purchase is to recieve the empty back so Tops can return the empty to Primo, of not returned Primo charges Tops more for the filled bottles which is essentially a "deposit or credit" but the consumer is left with a bottle that they must refill to recieve any return value on the additional $6 they paid when 1st purchased, if they chose to not want a refill, that Tops wont reimburse that qdditional $6 per bottle, even though there is a real value Tops is receiving from their supplier Primo. Every other bottled spring water, cologan, chemung spring water, all provide a refund on their reusable bottles, as they understand there is a value and that the consumer paid more the fist time. In addition, Primo's own crates outaide the store have advertisements to place the bottle into it and it would print out a receipt for a credit, but none of those machines are operational and the credit is specific only to the purchase of more Primo water. Whats a consumer supposed to do with a primo bottle if they chose not to get a refill? Tops on the otherhand gets a monetary savings from Primo when they restock, and if they ever chose to cancel primo and use a different supplier, they will receive a vash payout for the empty Primo bottles they return, so it is a "deposit", but just not when it pertains to the consumer....
