I contacted Mr. Terrence Bobga. I requested information about a bottle-fed baby otter he had listed for sale in a Google ad.

After a little information about the animal, I agreed to send half of the $300.00 he was asking for as a down payment. We agreed that after I receive my new pet I would send the remainder. All through money gram services. He lives in Ohio, and assured me multiple times he has shipped many otters before.



As he was shipping the animal out of Ohio using a pet courier service, he informed me that it's required to purchase an animal insurance fee of $250.00 so if anything happens to the animal or the animal cause’s problems everything would be covered. I was told I would get my money back the moment I received my pet. I tried to send money and I wasn’t able to at first. I missed the chance to ship the otter overnight. In the morning, the $250.00 was sent through money gram to the carrier service surgeon, name of Darnell Kirkwood.

After finalizing this payment I was told he was shipped on his way with the carrier.

He arrived at Tennessee the next day where I was told if I did not send another $280.00 to purchase Tennessee's state boarding and city permit stamp I would be fined $6,000.00 and serve an undisclosed amount of jail time for animal abandonment. I was repeatedly called and texted numerous times by both parties. The exchanges between the carrier surgeon and the pet’s original owner were harassing me to say the least. I felt extremely threatened. So worried and scared I’d go to jail or worse, I did what they told me to do.



I was supposed to receive my animal overnight and due to the Tennessee stamp incident it pushed it back a day. I was told I would receive my pet Monday at 2:00 pm. Two hours before he was supposed to arrive on Monday, I tried calling, texting and leaving voice mails to the carrier surgeon, Darnell Kirkwood and to the original seller, Terrence Bobga. I even emailed the pet courier service’s email address. No one answered and I never received my animal.



Tuesday morning when I woke up for work, I received a message from a new person altogether (no name) claiming my animal was released from his cage and got in a fight with another animal. This took place in the Arkansas Pet Law Department office. My animal allegedly killed another person’s pet and now I owed them $240.00 or they wouldn't release my animal to me. After telling them I was consulting legal advice, I quit talking to that individual and he quit talking to me.



The carrier, Darnell Kirkwood contacted me a few minutes later saying my animal was now in Oklahoma at the Airman Acres Airport, but after reviewing his health documents he claimed Oklahoma sent him back to Arkansas due to the fact that he was lacking some shots. They claimed it was the Ebola and Feline vaccine. He told me Arkansas w[censored]ding the animal and would not release him until I paid the $120.00. I asked for the Departments information so I could call them. He would not give me the information. He kept telling me I needed to comply with him. And kept asking if I was ready to comply.

I contacted the original owner asking him for help. He contacted the other two individuals and told me that there was a mix up at the Arkansas Department Center. He told me there was another otter that killed someone else’s pet and it wasn’t mine.

I still needed to pay $120.00 to Darnell Kirkwood so I could get my otter the Ebola Vaccination. I argued that he had multiple times said the otter was in great health and didn’t need anything. He was good to go and asked him to help me. He stated he was broke and that all the money he had received from me went to his asthmatic daughter. He’s been off shore working. I told him I couldn’t afford nor did I feel safe sending money any more. He got mad, he told me if I didn’t comply I would pay a huge fine for having the otter shipped back to Ohio.



I spoke with the state veterinarian of both Oklahoma and Arkansas, both have told me the only requirement for an otter to be imported is a clean bill of health from a veterinarian. This otter had this with him. The Arkansas State Veterinarian told me they have had no record of receiving/shipping an otter or any issues involving an otter for that matter. The Department head took down my information in case he hears of an otter abandonment case he said he would contact me but it sounded fake to him. He also stated that Oklahoma are Arkansas have the same regulations on otters and if he passed through Arkansas, he would have passed through Oklahoma perfectly fine as well. He said if Oklahoma sent an otter back, they never sent him to Arkansas.

The Tennessee Department of Agriculture said the boarding pass was for an airline but she's never heard of a city permit for a pet traveling through the state.

I contacted the Airman Acres Airport Manager who stated he had been there all day and no one flew in. He also informed me that the OK93 Airman Acres Airport was not a commercial airfield. It’s a grass strip used for personal use. He also said he hadn’t received an otter either. He emailed me that information.

I have all the emails, receipts and texts I can send in an email if need be. After stating I was contacting legal advice they started harassing me.

I felt threatened by these individuals. I still have not received what I purchased.
