They claim to be a legitimate tech support out of India, US and Canada. In the US they operate out of a postal box at a UPS store and in Canada out of a condo in Quebec. Conveniently the UPS stare and the condo are each within a few minutes drive of the border.

They talk you into doing clean up, etc. on your computer and when you get it back it's loaded with spyware/malware, etc. and when you find out that you've been scammed and refuse to pay they crash your email, web sites, etc.
