Chris Costa "IGC Property Preservation LLC" came to our home to complete an estimate for first floor remodeling. He spent a lengthy amount of time going through our vision, while here he stopped during our conversation and became very concerned saying that an old water mark in our ceiling was mold, and grabbed a small machine out of his case with pins and put it in the spot, he told us with kids we needed to be very concerned and with that high of a reading there was 100% mold, he proceeded to go to our laundry room again with this device and in to our attic where he claimed there was also a mold problem that needed immediate remediation. He also recommended we insulate the top spaces of our attic. He sent us an invoice within 2 hours of leaving, reminding us the importance of fixing and the need for quick payment through cash app as that would be the only way to guarantee time to have the materials ready to begin the project asap. Out of fear and trust as he assured us he was licensed, insured, and in the business in a long time. He even referenced people we know, who later turned out they do not know him. After submitting the payment for the mold remediation he also sent us our invoice for work to be completed. When sending the invoice he reassured us, despite our questioning the low prices as too good to be true that he was a family man and 100% service connected and doing this as a hobby. He told us he required 100% of materials paid for in full so he coukd begin purchasing to be ready to begin our projects following the mold remediation. We sent an initial 2500 same day same payment method. He again told us he would be sending his references, license, and insurance. 2 references did not answer, and the woman who referred us sent photos of the project he was actively completing at her father's doctor's office. He then came back to our home 1 more time as some of the work he alleged able to do in our home we questioned due to logistics, being load bearing, uncertain it made sense. He walked us through again and while there stated we needed to send the additional 6k required, he told us we had to send venmo and selected friends as he said "he was already taxed on all the materials and if we didn't select that we would be charging him double in taxes." We sent. That evening we asked again for license and insurance he told us he would send tomorrow. The following day after asking several more times he sent a generic insurance policy he purchased minutes before and told us he was in fact not licensed. Due to the discrepancies we told him we were no longer comfortable to have him complete major projects and address mold. He told us he understood and would refund our money by March 17th. Then he told us by March 20th. The woman in contact said we would receive by March 28th and then he also stopped returning her calls. We paid him total 10,000 - venmo refunded the 6000 through them as scam. At this time we are still owed 4000.

We have since had the mold spots looked at by mold remediation specialists and there was never any mold.

We also have all communication in texts and emails.
