Type of a scam Government Grant

Scammer used FB IM and posed as imposter, via my friend’s account. At first the conversation appeared legit, and mentioned grant funds through a federal organization being provided to stimulate the economy. Scammer used my Zelle and PayPal accounts to collect alleged admin fees, before forwarding me the grant funds. They posed as my friend, who said she received the funds. I had just come home from a lengthy serious hospitalization and had been out of work for almost 7 weeks due to the surgery and complications. Normally I am not this vulnerable. This happened on 3/13. By the end of the day, it was a clear scam and I cancelled the last transaction and contacted M&T bank fir the fraudulent Zelle transactions and PayPal for the same. PayPal reimbursed me within a few days. I am still trying to escalate the matter with M&T for a courtesy credit, since they take no responsibility for fraud with Zelle. As with most scams consumers are able to work with the financial institutions, however I am finding out how resistant this particular bank is. I have now escalated the matter to the Regional VP, after getting nowhere with the dispute department. While they can offer a courtesy credit, to date, I have not been given a reason as to why I am not able to receive that, given the circumstances. The lower level staff members continue to speak in circles about Zelle rules, none of which I was aware of. I feel strongly that customers should be alerted immediately when large sums of money are being withdrawn, just as many banks do when they notice the same from regular purchases not through Zelle.
