I'm not sure if this was a scam or not but it seemed highly suspicious to me. I purchased a proxy server and the IP was never sent to me. I then reached out to inquire about this and they said my payment was flagged as "Suspected Fraud" and they would need a scanned photo of my Drivers License or Passport showing my photograph and signature, and a scanned photo of the credit card used in order to verify the credit card. I have NEVER had any company ask for such documents to authenticate a transaction.
