I identified what I thought was an AKC breeder of Papillons known as Sparks Papillons that I found on the web. The “breeder” and I had numerous back and forth email conversations regarding a puppy I was interested in. I was asked to describe my home and life style and experience with dogs to see if I qualified as a potential buyer for the puppy because the seller said that their puppies are raised as family members and they want to make sure that the puppies will go into good, caring homes where people will know how to care for Papillons. I felt that the seller was trust worthy and I signed a contract with the seller and paid the $960 using PayPal for the puppy and shipping cost. The contract said the seller would transport the puppy by air transport in a IATA compliant pet crate. On the day the puppy was supposed to be shipped I received an email from Bleppet Paw Transport saying that the shipper had not provided an adequate pet shipping crate and the puppy was being held at the airport pending my payment of $1920 which would be refunded to me when the puppy arrived at my address. The seller, Larry King, sent me an email saying that he also had heard from Bleppet Paw Transport and that I should pay the $1920 refundable deposit so the puppy could be shipped safely. I communicated back to the seller that I had already paid for shipping and that the cost to rent the specialized shipping crate for the day should be his responsibility. I asked if this had ever happened to him before. He did not get back to me to respond to my questions and concerns in a timely manner and he was not reachable by phone. I was worried about the poor little puppy being held hostage at the airport and I wanted to get it safely loaded onto a plane and on its way to me. I talked to ***** ****, an agent of ***** ******’s of Bleppet Paw Transport and expressed my concerns and was assured that the puppy would be put on the next flight after I made the $1920 payment using PayApp. I foolishly made payment against my better judgement but I still believed there was a puppy waiting at the airport in Alabama to be sent to me.

About two hours later I received another email from Bleppet Paw Transport saying that I needed to pay $3000 for pet insurance before the puppy would be shipped. I called them and said that I absolutely would not pay for insurance and they needed to put the puppy on a flight immediately. I knew at that point that it was a scam but I still thought there was a real puppy at the airport waiting for shipment. I told them that If they needed money for insurance they should contact the shipper because it was not my responsibility. They said it was my responsibility because I was in possession of the puppy and I knew for sure at that point that I had been duped. They told me that I had 24 hours to make the $3000 payment or I would be charged with pet abandonment and cruelty. I told them that I was going to contact the FBI because this is a case of interstate fraud. Their threat was repeated and I ended the conversation.
