The caller is trying to capitalize on the federal student loan forgiveness. I did not get too far but the recorded message you get says they will forgive the $10,000 and then refinance your balance. I assume they would ask for bank and personal info. I did call the number they left 3 different times and asked if this was a state or federal agency and each time they hung up immediately.
