Type of a scam Advance Fee Loan

Was looking for a small business loan to help me start my business because most companies will not assist start up business. I received an email stating I have been approved for $50,000. I called right away and was told because of my credit I was to pay an insurance for my loan. There were 2 different categories. I was asked to etransfer $2500 for my insurance which it was outlined in the loan contract. If I was not delinquent on my loan in the first year I would receive it back. Sounded good too me. Then I was called back later on and was told there was a red flag on my account because of a late payment on a cell bill. So the lender was looking for an additional $3500 but now I am in a higher category so now I will receive a $20,000 line of credit along with my loan. Awesome so I didn't hesitate to deposit the money. I was guaranteed my loan by the next morning. I checked my bank account continuously for 6 hrs nothing so I called. I was told that I needed to pay the taxes upfront but would receive the $5300 back as a refund right away. Huh. I told him I just gave you $6000 now you want me to pay out another $5300 ... buddy if I had that I certainly wouldn't need a loan. He said I understand but that was an additional requirement. I said well you might as well issue me $6000 refund because I don't have that. He said ok refund will be deposited tmw. That was April 12, 2019. Today is May 6, 2019 and no refund. I have called several numbers, sent emails etc requesting my refund and nothing. I have filed various complaints and if I don't get any answers tomorrow I will file a police report.
