I am having a puppy shipped from North Carolina to Pennsylvania. The shipping was to be included in the purchase price. The shipper started to contact me with additional charges. First there was insurance (that makes sense). Then we needed an air conditioned crate (in November?). Then she went to Ohio. There she needed a quarantine certificate. After that he said she was sick with Leptospirosis and needed vaccinated. I asked to talk to the vet.. The "vet" who called spoke broken English with the same accent that I heard from the shipper. After I gave in and paid that, now he says I need license permit to prove that I am liable for the welfare and able to keep this pet. I am afraid that this puppy might be stuck in a crate for more than 48 hours at this point.
