Is premier legit or a scam?

I went to Nashville a month ago and met up with a good friend of mine at a pizza place,and I didn't see any sign in the parking showing I couldn't park at a parking spot nor was it engraved onto the asphalt showing I couldn't park there,and now they are charging me 85$ and received a letter 2 days ago,and said if I don't pay it they was goin to report it to the collective agency.im not paying it unless I know for sure that they are a legit company or if they are scammers I will not be paying the $85. Is this company scamming people? Not only that they happened to Bill me a parking violation and they took photos of my vehicle unless I'm sure like I said if they are a scam jacked up company, they had no business going around my car and taking photos.

My husband and I had parked at (Premier Parking in Nashville Tennessee )and was standing at the pay station trying to figure out how to pay when a young guy pulled up next to us and rolled down his window and asked if we wanted his parking spot because he had just gotten there and had to leave. We innocently said sure and parked our truck in his spot. At no time were we aware that we were not allowed to do this until we received a letter in the mail stating they were charging us $40.00. We feel this was a scam so we did not pay and have now received another threatening notice saying we now owe $85.00 and will be turned over to a collection agency if we do not pay. This was a true set up and we feel that the young guy was a plant after receiving the notice.
