I received an email from them today. They said that it is encrypted and that I needed to click on an attached PDF and then enter the last four digits of my SSN.

This sounds like a phishing attempt to me since this is the first communication that I have received from them. They don't seem legitimate to me. Should I report this to the Social Security Agency, GBI, FBI, or whom?
