The victim received an unsolicited, anonymous phone call from a woman with a strong foreign (~Indian/Malaysian) accent claiming to be calling from an Internet Protection Agency and telling the victim that his computer network was being hacked by 18 foreigners living in foreign countries including Russia and Nigeria. Victim was not aware of anything wrong with his computer network. When victim contacted his internet provider Xfinity (Comcast) tech support, a supervisor at Comcast told him that such network hacking would require the help of special companies in that field, and gave victim only the phone number 1-844-525-0228 for Orion Tech. When victim asked for more companies, he was told that this was the only company the supervisor at Comcast Tech Support would recommend. Victim called that number on Oct. 14, 2015, and a man with that same type of strong Asian accent said his name was "Sid Johnson" and that his company was based in Singapore. He asked for permission to look into victim's pc thru TeamViewer to see if was any malware. Once he got into victim's pc, victim could not tell what Sid was doing since clicks were going so fast. But after a minute or so, Sid claimed that, indeed there were plenty of malwares that needed urgently to be removed. By this time, victim was really nervous and in a daze, and did not know what to do; so victim discussed the prices: $494.99 for malware removal + lifetime guarantee, or $299.99 for malware removal with 1 year tech support, which service victim selected. Thereupon "Sid" did more rapid clicks around the pc and presented victim with a "Payment Details" (credit card charging authorization). Sid asked victim to say "Yes" so Sid could put victim's artificial signature on the Payment Details using DocuSign. Thus, victim got charged $299.99 without realizing that his network was never in danger, and that nothing was ever really needed to cure his network of bogus malwares. Incidentally, the payment was made to "Tech Kangaroos", not Orion Tech.

"Sid Johnson" told the victim that people in foreigner addresses were getting to personal information. He said their company was 8-9 years in business. He said they cleaned the security in the network and the security in the computer and all the devices connected to the network. They got into the computer thru teamview.com. They might have placed something bad in the computer because they had access to it for about 30 minutes.

Victim happened to have a new housemate since a week ago and that housemate was paying his share of the ethernet. That very night, when victim told housemate about the $299.99 charge, housemate laughed! Housemate told victim he worked in IT (information technology) so he was very knowledgeable about such things. Housemate said he had not noticed anything wrong with the network in the building, and that he was certain that victim was indeed the victim of a scam.

So victim called his Visa credit card company dispute department. In a conference call to Orion Tech 2 days after the $299.99 charge, a man who called himself "Kamar", who had the same accent as "Sid Johnson" and that of the anonymous woman caller, answered and agreed to refund the money; victim was told to send an email to Payment at Tech Kangaroos with victim's name, phone #, and a statement that victim was not satisfied with their service. Kamar told victim and the Visa Dispute lady that the money would be credited back to the victim's credit card account in 5-6 days. Victim carefully complied on that email. But, even after 12 days, there was no credit--- so victim called Visa Dispute again to file a Dispute on Oct. 30, 2015.

To make this story short, Visa Dispute people ruled in favor of Orion Tech/Tech Kangaroos on Dec. 30, 2015; in other words, that the original charge was valid. Victim could not understand how that could happen, specially after "Kamar" of Orion Tech/Tech Kangaroos had already agreed to refund the money by Oct. 21, 2015.
