Apparently this is a scam that has been going on for some time with different roman numeric identifiers. They give you an ID number and then tell you that you've won $1,100,000.00 USD. Then then request that you call the following number:

Deadline: May 12 2016

Then then offer you the option of taking the payment as a series of payouts of $36,666.67 USD payable for each year for 30 years or;

Immediate Lump Sum Payment of $550,000.00 USD.
