Type of a scam Credit Cards

My elderly father (age 97) received an email supposedly from CitiCards indicating that he would receive a free watch if he completed the on line survey. Once the survey was completed, he was asked for credit card number to cover shipping and receiving charges. He submitted this information and immediately regretted it and realized it was probably a scam. When he received the order confirmation he contacted the customer service number to cancel the order. He was told that the watch as well as sunglasses were already being shipped to him. He was billed on his credit card over $9 for each of the items for "shipping and handling". On the phone he discovered that the items were not "free" but that rather this was a free "trail period" and that he would be billed later for the items. He threatened notifying the ScamPulse.com. At that point they agreed to refund the charges and take him off the program. The package with the merchandise arrived with no information on how to return it. The enclosed card from Modern Luxury included a Toll Free number that was incorrect. By calling the toll free number on the order confirmation he was able to get an address for returns which is a UPS box in NYC. The shipping address on the label was from California. The scam is that once they have your credit card number they continue to send you merchandise as they consider you a member of their program. Since they have your credit card number they can bill whatever they want. My guess is they are targeting the elderly.
