December Ordered and Paid for - Never Shipped

I paid for an electric bike and it was never sent, I will arrange for prosicution and will find the owners and obtain some form of payment.

I ordered from a company or store online on 12/26/20 a nice looking scooter for $ 69.95 , haven’t recieved that nice scooter yet , I paid with my PayPal card so now Im wanting a refund , how to go bout getting a refund ?

Ordered 1 scooters and the price was 69.00 , then it showed paid on my credit and got a tracking # click on it, then dhl pops up and it is in German vocabulary, put in the tracking # and shows nothing, tried American dhl no such number, emailed this company several times, and they are supposed to get back with you in 24 hours, it’s been 3 months.
