David Merryman of Chesapeake Va, owns a business in Hampton Va servicing Hampton with rental homes. Scammed me out of 2800.00 April 15 2021. Initially I contacted him from a huge sign he has around town advertising his section 8 approved rental homes. He then sent me to the property to check things out. I do, the place has potential so I agree to lease the unit aside from using my section 8 voucher since my voucher was for a different city. Upon the verbal agreement he states the property will be available April 15 2021. This is on March 30 2021. I call Mr.Merryman on April 5 2021 to inquire about signing the lease and he tells me to port my voucher and wait to sign the lease. Now I’m skeptical because that wasn’t our agreement and I’ve already paid him the deposit and first months rent. On April 14 2021(today). I contact him and ask for my refund of 2800.00 and I would proceed to provided the 2800.00 once the home is approved by section 8 and lease is signed since he wants me to wait for the voucher to port to that city. He refuses to give me my refund, states that I must rent his unit.Hangs up on me a blocks me from calling his phone. I first proceed to the home to see if it will be ready for move in and the home is in worst shape than the first day time I checked it out,He has done nothing!So proceed to his business property call the police. I’m told I have handle the matter in civil court. He states I’m black so I’m stupid and don’t know the law. I begin to do research on this man and apparently this is just how he makes his money. His practices has landed him in jail and in numerous disputes with others over the same thing FRAUDing them out of their money underpaying his workers and it seem to be the only time he really had to deal with harsh consequences was when he committed fraud with unemployment claims. I’m not sure how he operates on the Maintenance side of his business but he should not be able to operate a landlord. I now have to wait for a court date to receive my money. While taking pictures to prove the unit wasn’t ready a lady stop her car mid traffic to tell to stay clear of him. After that I find out the above information on him and realize I made a huge mistake not looking him up in the first place. However that does not give him the right to scam people out of their money using desperation of putting a roof over their families head to do so. I’m disgusted with this man and his tactics and I’m going through all channels to be sure that he is stopped for good this time.

BBB Note: Please contact either the Virginia Department of Housing & Comm. Development or the Virginia Office of Consumer Affairs a division of the Virginia Attorney General's Office and file a complaint with them as well as filing a complaint with the Better Business Bureau.
