Told me I won 2.5 million dollars and a car. Wanted”registration” information

The caller identified himself as Bill Johnson. Has a Caribbean accent. Talked my parents into believing they had won the lottery in Vegas due to online sweepstakes. They apparently had won $2.5M, $50k in cash and a new vehicle. However, in order to get the registration for the vehicle they would need to give him a $500 gift card. He harassed my parents so much that they finally gave in. The day I attempted to use the gift card for my parents benefit, the scammer had already redeemed it.
