The scam implies that a "license" is needed in order to travel and that a person needs to go to the "DMV" to pay to obtain this license to travel. What is not disclosed to the victims is that the license is legally a commercial license that the victim does not legally need in order to travel. As with all scams, the scammers fraudulently sell a variety of things and the scam also heavily implies that a person needs to buy "plates" in order to merely travel. What is not disclosed to the victims is that the state issued plates are legally commercial as well, and not needed merely to travel. Victims are then coerced into "renewing" their "registration" every year, again a registration that they are not told is a commercial registration. Police routinely conduct illegal stops of travelers without commercial plates and intimidate them, rob them, and even kidnap them for not having commercial papers or commercial plates or commercial licenses.
