Received this email and it immediately raised red flags. I checked the ScamPulse.com scam tracker and Telegram Messenger resulted in 13 hits. Email was not signed, there were no phone numbers or names, just the name of someone to contact via Telegram Messenger or company logo, just Human Resources. That is not how companies conduct hiring. The sentence structures were also telling. The Bureau of Human Resources is an actual government agency, but they are involved in the State Department's Foreign Service and Civil Service employees, not private enterprise, as far as I can tell. I never sent a resume. I replied with a scathing email and never heard a word back. I never gave them the chance to scam money. Beware.
