On 2/20/21 I ordered flowers to be delivered to a friend in L.A. through this merchant's website (http://www.laroyalflorist.com). The merchant is also in L.A. The merchant's website included a PayPal link to process the payment. The order and payment information were confirmed by a "no-reply" email address and I was advised that a second email would be sent to me once the delivery was completed. The website for this florist is apparently operational (i.e. you can place your order and submit payment via PayPal and the website generates a confirmation email), but the flowers I ordered and paid for were not delivered. I have attempted to contact the merchant directly, but I discovered that the "contact us" feature on the florist's website does not work, no other email address is identified, one phone number is out of service, and the (1-800) number is some sort of automated number unrelated to the florist. This florist is apparently out of business, although the website that bears its name continues to actively solicit and process what are therefore fraudulent transactions. I am attempting to obtain a refund from PayPal as well, since PayPal's transaction services are being used by this website.
