Juan Rivera came to my house to inspect our HVAC system because it had issues. He gave me a quote and asked for payment for parts for the work he agreed to do. I paid him $1,600 in cash and sent the rest to him by Zelle. For many weeks he "delayed" the work by saying he needs to get tools/equipment, said he was busy or his employees called out, etc. He has since blocked my phone number.
