I applied for a $2000 loan and sent him a photo of my driver license my bank information my account number and routing # .like a fool I thought he was for real and sent him all this information what can I do am I able to sue this scammer

Said i was approved for a loan then proceed to tell me to pay fees that are associated with getting the loan but when i told them i changed my mind they refused to give me my money back saying i need to pay a fee for that and they also dont tell you the fees upfront
