Grants Commission of the US called and told consumer she along with 250,000 others were chosen at random b/c they are current on their taxes and don't have any outstanding warrants and are registered to vote were chosen for a $9K grant. But she would have to pay $150 to get registration papers and be authorized to receive it. He told her it was calling MoneyGram Express Payment service at Wal-Mart. Also was told she would have to donate 5% to charity. He didn't give her an address to send the money to. He later changed amount to $170 and then back to $150. He said they were in
