Said I had won 9,000.00 from ARRA some bank in NY will send money by western union to Walmart ( was my choice ) no fee just wanted picture ID and license number, I didn't give him ID, sounds like a scam, like to know if it is ?? I entered phone # he called from up top.

He had a faren accent , was hard to understand. I just hung up on him.

Just want to if this is a scam.
