They charge $38 to complete forms for a social security card change. All they do is fill out the forms and then they want your birth certificate, original driver's license, etc. to complete registration for a service that is FREE at the social security administration office. When I called for a refund, they only want to refund $20 of $38 because they say you opened their docs (which never happened).
