Consumer reported that she received a letter from Global Research Network's Contest Settlement Division informing her that she won $1,100.00 in a contest/sweepstakes.  The letter asked that the consumer send $30 to a "Chester S. Hamilton" to collect the $1,100.00.  The letter requested that the consumer pay the $30 vua Mastercard, Visa, Check, of Money Order.
