The initial tactic is to bill the insurance company for a bill for services by a municipal fire department. When the insurance company denies the charges are valid (as fire services are covered by municipal taxes), they approach the insured person and demand payment with a threaten to take the bill to collections. They'll send a letter that gives a vague description of the fire, and the name of a police department. The fire department they are referencing is 200 miles (4 hours) away from the site of the fire. They say to call the local fire department, but these rural municipal fire departments do not answer the phone - it makes it a perfect phishing scam. Attached is the PDF of the email exchange.
