I was buying a jersey for my father in law and received an email stating the jersey was out of stock and if I could select another. I tried again, but everything I tried to order seemed to be out of stock. I paid $79.69 for the jersey but was charged $100.73 and an additional .91. I had asked for an explanation and received this:

Do you have a picture of the jersey you want?

So sorry. This part of charge is normal and can not be avoided. Because the margin fees is received by Bank. Below are the three reasons for this problem:

Firstly, it will take the Cross-border royalties between Credit card issuing organization and Bank.

Secondly, the floating of exchange rate.

Finally, the currency exchange.

So the above three factors resulted in a little bit difference (about 10%) between your consumption and the actual charge.

I would appreciate your understanding.

I then asked for a refund. I waited for a week and this was sent:

Yes, sorry. We refunded it to a wrong card. We will refund the money to you again. Please wait 7-12 days to receive it, thanks a lot.

This has been going on since 11/27/2018 and 7 emails later, to which has lead to no resolution or refund.
