He claim to be on the inside of the government to receive grants. He even guarantees that the grants would happen, or he will refund the money. Not only did grants not happen, he also took additional investment funds.

He made explicit guarantees that the grants were approved and gave the dollar amount and talk to every member of my board, and it was all lies.
