I ordered an item on February 6th 2020. Money was taken from my account and went to a PayPal. Now all it says is my order is processing. When I try to email it says there is an error. When I try to call it says my call can't be completed

i PURCHASED 2 TIRES AND PAID TO A PAYPAL ACCOUNT. I received a tracking number, which UPS said had nothing todo with my order but rather an order from Target sent to someone named Evans in RichmondHill GA. I did not receive any merchandise.
