Having driveway paved took money never returned

Guys came to our driveway when we were outside, asking if we wanted a quote for a new driveway. We were quoted 6k. Didn't have to pay until complete. After old driveway was tore up, and new gravel laid, they wanted 3k. We agreed as about 1/2 the work has been done. The guys came back very aggressively to my husband, and my husband said that he would give them 5.5k with a proper receipt for the work. The guy named ****** took the money and took off in his vehicle. We tried calling several times on the 2 phone numbers provided, and nothing. Now we have a driveway that has been tore up, and most of our quote gone.
