Puppy was ordered online and paid for through Zelle. Delivery was arranged by seller through USPS Courier Agency. Courier demanded additional payments for COVID crate, then COVID quarantine and medical certificate, then overnight accommodations. Puppy was to arrive Feb 13 and is still not here on Feb15. Purchaser was told additional fees would be refunded. No money has been returned.
