Contacted scammer by phone because of ad in Albany Democrat-Herald newspaper. 5/24/22.To thatch front yard, clear debris, sow clover, cover clover with dirt, cut down a 15' tree. He said he would also mow the lawn, trim, edge, trim around fruit trees, cut down tree. And do it for $300 less than the other contractor's bid ($1800). And had an opening on Friday. Left without a contract. Came back 5/27/22 andmowed the lawn, edged, trimmed, cut down the tree and hauled the debris away. And that took 4 hours. Hemmed and made excuses about the thatching and planting. Would come back in two week. I gave him a check for $1500 expecting he would keep his word. But no. Said he didn't hear me say thatching and again put me off about the job. I complained about him doing only maintenance work for $1500 in 4 hours, He said to just let it go. $1500 is a lot of money to me. I worked for the state of OR for 18 years and that $1500 was one months retirement. Finally, I took him to Small claims court where I won the case but only got my filing fees back ($300). No contract I was stuck. He was the professional who should have given me a contract. When I contacted the Oregon Landscape Contractors Board they said he wasn't licensed so they couldn't pursue it BUT

I did learn WITHOUT a contractor's license he is NOT allowed to thatch or till the earth nor sow weeds, or cut down trees. Therefore, while he stayed within the law to protect himself, he scammed me and committed fraud. The legal definition of fraud is "the intentional use of deceit, a trick or some dishonest means to deprive another of his/her/its money, property or a legal right." I hope his name will be on a list so others can beware of him and his tricks.
