I received a call on my cell phone with an upfront messaging that said the following :

Hello this is Rachel at card holder services calling in reference to your current credit card account there are no problems currently with your account it is urgent that you contact us concerning your eligibility for lowering your interest rate to as little as 6.9 percent your eligibility expires shortly so please consider this your final notice please press the number 1 on your phone now to speak with a live operator and lower your interest rate or press the number 3 to discontinue further notices THANK YOU HAVE A GREAT DAY.

When I pressed option #1, a representative came on the line and advised that her name was Taylor and asked was i looking to lower my credit card interest rate. when i asked her to confirm her name and to confirm where the request came from to lower my credit card interest rate, the phone line went quiet. I then said Hello, Hello, Hello...Taylor then hung up.
