The scammer hires people to work in and around his general store than refuses to pay them or promises payment later because he "does not have it on him at the moment". He promises more and more and never pays. He owes dozens of people in this town thousands of dollars. He does not ever get them employee paperwork so he is skirting to law requiring social security and medicare payments. A few people were able to get money but that is not common.
