My next door neighbor hired Concepts to Creations to repair the 'good neighbor' fence, without consulting me. He provided an invoice that I was supposed to pay half of (I noticed that the business was in the L.A. area, odd since we're in Sacramento). The amount is excessive (the cost was $5.00 more per foot than fence companies charge and they charged for materials individually, in addition to footage) and the invoice didn't display a contractor's business license number. The Contractor's State License Board advised me that there was no "Concepts to Creations" in their system. Thus, I don't believe they can legally charge me for half of $3,294.00. Also, I discovered that the owner of the business is related to my neighbor, who has provided no proof (e.g., canceled check, bank statement) of payment for the invoice. I believe that this invoice and business are fraudulent. My neighbor and this unlicensed business have duped me into paying for unnecessary repairs. The work was poorly done and a safety hazard was created by leaving unfilled post holes. This is just wrong on so many levels!
