Online purchase of 3 Desigual bags

I've put an order for 3 Desigual bags on 3/12/2021. Never received tracking number. At one point i received an email from
Binh Pham at [email protected] that they are going to refund etc etc. This never materialized.
I emailed several times with no reply.

Saw an add on Facebook for a scooter for my elderly father. 89.99. I ordered it September 25, 2021 order #1139. Tracking #LY889572940CN. I sent them an email on 10/24/21 that I still had not received my order. they replied with "Sorry for the delay of your order's delivery. Due to the epidemic, express inspections in various places are very strict, which will slow down the speed of Logistics transportation. If you are not satisfied with the delivery, please feel free to contact us for a refund." Their email was from Binh Pham at [email protected]. This reply was sent 10/24/21. I did email them again 12/15/21 and have not heard back yet.
