The email sent requested a quote for IT equipment valued at over $30K and requested net 30 terms. I sent them a credit form and they responded with a letter of credit form. I contacted the Purchasing officer for the City of Madison looking up the information on their legitimate web site. I sent them a copy of the email and the Purchasing Director notified me that is was a scam and that they had not sent the request.
