Same experience I had. The person responded to my advertisement on Craigslist and asked that I go the web site and get a report on my car. Apparently, this person's loan company wanted the report. When I asked for the name of the loan company and a point of contact there, I never heard back. I think this was a risky thing to have gone to the site and ordered the report.
Seems to me, if a bank or finance company is concerned about the legitimacy of a title, they have better resources (such as the state!) to find such information. Are you saying if someone insists on this "report," they are a scammer, and not to deal with them? I have my deceased husband's Harley for sale, and I Just got one of those emails. Sounded fishy, so I checked it out, says it is part of Experian, so sounded legit, but I didn't go any farther, thinking the bank could verify whatever they want, that I'm not pushing it.

I posted an ad on craigslist for a car I was selling. A man reached out via email regarding my ad. He said that his "lender" required I get a vehicle history report from checkfinancecar.com.
I visited the website. It wanted me to enter my VIN, personal info, and credit card information. I wouldn't do it. The website seems illegitimate. I told the person I could provide a CarFax report and he said that he can't accept any reports other than this one.
It's clearly a scam website to get people to enter their personal and credit card information.
Same happened to me. But I was selling my motorcycle. Mine was August 16th and I am so glad I checked the google reviews. I offered a Bumper.com report which is the carfax for motorcycles. He refused saying his loan company would only take the one from this company. He even went so far as to say he would buy the motorcycle and pay the extra 25 for the report if I would run it. Sounded fishy. I refused and quit answering his emails.
